Project Background and Job Summary:

RTI International is implementing the USAID Transforming the Education System for Teachers and Students in Liberia (TESTS) Activity. This activity will work closely with and support the Liberian Ministry of Education (MOE) to improve the quality of teachers’ instruction in early childhood education and primary grades. This position is based in Monrovia, Liberia. The successful candidate must possess excellent oral and written communication skills, including fluency in English.

The M&E Specialist will work under the direction of the M&E Director to provide assistance in managing and implementing TESTS’ M&E systems and procedures. The M&E Specialist will support the development of information systems and program indicators and provide guidance to persons involved in data collection and analysis.

Essential Duties:

  • Maintain the TESTS M&E system, including the development of performance indicators, milestones and baseline conditions
  • Assist with the collection, analysis, and reporting on performance indicators by other team members and Activity counterparts
  • Prepare data tabulations, reports, and presentations to support project activities
  • Prepare monthly, quarterly, and annual progress reports on the status of Activity implementation; contribute to other Activity reports such as annual work plans
  • Manage Activity results reporting and management with input from the Chief of Party, Deputy Chief of Party, M&E Director, and technical staff
  • Contribute to the development of and implement the TESTS M&E system to measure specific Activity targets, working with the M&E Director as well as RTI home office M&E support teams
  • Ensure successful implementation of performance monitoring plans
  • Support development and implementation of learning agenda, and support tracking implementation per value-for-money analysis and progress on the TESTS transition plan
  • Produce performance monitoring reports describing progress made against agreed-upon indicators
  • Analyze monitoring data to derive lessons for improvement, make recommendations, and drive adaptive management of activities
  • Contribute to the development of standardized reporting, performance monitoring, and evaluation processes among partners
  • Work with subcontractors/partners as needed on their monitoring and evaluation efforts to ensure that necessary information is collected and presented in an appropriate and useful manner
  • Regularly review and update the TESTS M&E plan
  • Support efforts to track in-kind donations to the project as part of the USAID ingredients reporting requirements
  • Support research and analysis efforts as needed, including organizing data for research reports and papers.
Minimum Required Education & Experience

Masters degree and 1 year of experience or Bachelors Degree and 3 years of experience.

Physical/Mental Demands

The physical and mental demands of this role include those that must be met by an employee to successfully perform the essential functions of this job, as outlined above.  Examples include:  remaining in a stationary position for long periods of time; operating a computer and other office machinery; thinking, learning, and concentrating effectively and frequently communicating with other people, both within RTI and outside of RTI; frequently moving about inside and travel between offices and beneficiary locations; frequently conducting site inspections (if applicable); ability to handle the stress associated in meeting frequent, multiple and tight deadlines; ability to work in excess of 40 hours per week as workload and deadlines may require; ability to have regular, reliable and predictable attendance.
